X-Ships

(R13007) BATTLECRUISER (BC) As the ISC became more involved in Romulan and Gorn territory, they found that many of their earlier ships were being matched by the optimized designs produced during the General War. To offset this, many of their flagship cruisers were refitted from Y183 with increased shields and firepower
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter factors are 13|/7|. Command rating 10. Beginning in F183 one per year can be converted from CC. Cost is 2 EP. A counter is provided.

(R13001) HEAVY STRIKE CRUISER (CAS) While the standard Star Cruiser was more than able to deal with its Romulan and Gorn counterparts, ISC military observers in the rest of the galaxy feared what would happen when opposed by the direct-fire weapons used in the rest of the area. The CAS was a result of their recommendations. While retaining the CA's ability to patrol alone, it also added punch to the echelon, especially to the echelons with 6 or less ships. It was introduced in Y181, players may use it at an earlier date by removing some or all of the rear firing PL-Fs and PH-3s.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.

Counter Factors are 11/6. Command rating 8. Can be substituted for CA (once per year) beginning in Y181. A counter is provided.

(R13004) HEAVY CRUISER (CAT) Before the introduction of the PPD, the standard ISC CA mounted Plasma-Gs. These ships were in service in Y158, perhaps even earlier. When the PPD and Plas-S were introduced, these ships were converted to Star Cruisers (and given any appropriate refits at that time).

(13005) GALACTIC SURVEY CRUISER (GSC) The larger brother to the Survey Cruiser, the GSC was based on the CAT. It was designed to explore toward the Gorn and Romulan border, where it superior firepower gave it a better chance to fulfill its mission in the face of expected opposition. 2 of these ships were built, in Y158 (or earlier). Both survived the Pacification and Andromedan wars. Unlike most Survey Cruisers, they were never operated as CVs in wartime. Note: This ship was in service before the refits, to use it pre Y170, delete 2 PL-F (no PL-F) and 4 PH-3 (no PH-3), PL-S are PL-G (same arcs) BPV= 162/132. To use in between Y170-Y182, delete 4 PL-F (two per side) and 2 PH-3 (one per side) BPV= 180/150.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.

(R13D.320) FAST SCOUT CRUISER (FSC) These ships were a variant of the Fast Cruisers, they were designed at the same time. The first FSC actually entered service a few months ahead of the first CF in the fall of Y183. The ISC intended to use them in pairs to provide long range and high speed scouting. The onset of X-ships spelled their doom and only a pair were ever built.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 5-10u/3-5. Command rating 8. (4EW:2AF)(1EW:5AF). Can be converted from CF cost 5 EP or CA cost 6 EP (two step conversion) once per year beginning in the Fall of Y183. Alternatively, if in a pre-general war or non-historical game, they could be converted on the first turn the ISC are active. A counter is provided.

(R13P.321) FAST CARRIER (FCV) The enthusiasm for the concept of fast cruisers led to this proposal. The idea for this was to have been used together with the fast cruiser and fast scout cruiser to form fast, but deadly, raiding forces. The ship would have also served double duty as it could have been used as a regular carrier when provided with the same escort group as a CV/CVS (CE 2xDE).
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10(6)/4-5(3). Command rating 8. Can be converted from CF cost 2 plus the cost of the fighters once per year beginning in the Spring of Y184. Counters for the FCV and the 4FCV and the are provided.

The NCA Project
A small minority of one of the groups responsible for the design of the NCA/NCS proposed this idea. Their concept (based on their study of Romulan modular construction) was to design "speciality" modules which they felt could quickly be mounted to Light Cruisers effectively turning them into whatever speciality ship was required. The idea never worked out as the "modules" were far more difficult to install than the SparrowHawk modules. In F&E terms it would use (433.33) but required giving up three movement points.

(R13M.350) SYSTEM SCOUT CRUISER (NSC) This was their design for a "Scout Module". It was rejected due to the interaction between the firing of the Heavy Plasma Torpedoes and the Special Sensors. No examples of this desing were produced.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10u/4-5. (3EW:1AF)(1EW:8AF) Command rating 8. Can be converted from CL in Y190, cost is 3 EP plus 3 movements points in Y190. A counter is provided.

(R13M.351) SYSTEM STRIKE SCOUT CRUISER (NSSC) This is the "Scout Module fitted to a Strike Cruiser. It was rejected for the same reason (heavy weapons fire blinding the Special Sensors).
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10u|/4-5. (3EW:1AF)(1EW:8AF) Command rating 8. Can be converted from CS in Y190, cost is 3 EP plus 3 movements points in Y190. A counter is provided.

(R13M.352) SYSTEM FLEET CARRIER (NCV) The "CV Module" was one of the most promising designs. It could both provide and support a whole squardon fighters. At least two Cantons" produced the CV Module. An escort group of CE and DE were provided.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10(6)/4-5(3). Command rating 8. Can be converted from CL in Y190, cost is 3 EP plus the cost of the fighters and 3 movements points in Y190. Counters for both the NCV and 3 NCV are provided.

(R13M.353) SYSTEM STRIKE FLEET CARRIER (NSCV) This is the CV Module fitted to a Light Strike Cruiser. It was used by one of the Cantons that were known to have produced the CV Module.A CE and DE were provided as escorts.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10(6)|/4-5(3). Command rating 8. Can be converted from CS in Y190, cost is 3 EP plus the cost of the fighters and 3 movements points in Y190. Counters for both the NSCV and 3 NSCV are provided.

(R13M.354) SYSTEM ESCORT CRUISER (NEC) It is believed that more than one Canton produced this escort module. It when mated to a CL or CS provided a very heavy escort.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10n/4-5n. Command rating 8. Can be converted from CL in Y190, cost is 3 EP plus 3 movements points in Y190. A counter is provided.

F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10n|/4-5n. Command rating 8. Can be converted from CS in Y190, cost is 3 EP plus 3 movements points in Y190. A counter is provided.

(R13M.356) SYSTEM SCOUT CARRIER (NSV) The Cantons were aware of the Scout Carrier design and it appears some at least put together plans to produce such a module. It was rejected due to the interaction between the firing of the Heavy Plasma Torpedoes and the Special Sensors. Had it been produced it would have certainly been provided with an escort group of a a CE and a DE.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10(6)u/4-5(3). (2EW:1AF)(1EW:8AF). Command rating 8. Can be converted from CL in Y190, cost is 3 EP plus the cost of the fighters and 3 movements points in Y190. Counters for both the NSV and 3 NSV are provided.

(R13M.357) SYSTEM STRIKE SCOUT CARRIER (NSSV) This is simply the Scout Carrier Module mated to a Strike Cruiser. It too was rejected (due to the heavy weapons fire blinding the Special Sensors). Had the design been produced it would have had a CE and DE as escorts.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10(6)u|/4-5(3). (2EW:1AF)(1EW:8AF). Command rating 8. Can be converted from CS in Y190, cost is 3 EP plus the cost of the fighters and 3 movements points in Y190. Counters for both the NSSV and 3 NSSV are provided.

(R13M.358) SYSTEM HEAVY FIGHTER CARRIER (NHV) Designed at the same time as Scout Carrier Module the Heavy Fighter Carrier Module proved far more practical way to get heavy fighters into comabt then the ill-fated NVS and NSSV as it had no Special Sensors to blind. Escorts would have been the CE and DE.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10(6)|/4-5(3). Command rating 8. Can be converted from CL in Y190, cost is 3 EP plus the cost of the fighters and 3 movements points in Y190. Counters for both the NVH and 3 NVH are provided.

(R13M.359) SYSTEM STRIKE HEAVY FIGHTER CARRIER (NSHV) This is merely the Heavy Fighter Module mounted on a Strike Cruiser. Escorted by a CE and DE it was a powerful carrier group.

(R13M.360) SYSTEM PF TENDER (NPF) This was their design for a "PFT Module". While a powerful ship in theory the Special Sensors would be blinded by the heavy weapons and have been of little use, causing it to be rejected.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10uP/4-5P. (2EW:1AF)(1EW:8AF). Command rating 8. Can be converted from CL in Y190, cost is 4 EP plus 3 movements points in Y190. A counter is provided.

F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-10u|P/4-5P. (2EW:1AF)(1EW:8AF). Command rating 8. Can be converted from CS in Y190, cost is 4 EP plus 3 movements points in Y190. A counter is provided.

(R13006) ASSAULT CRUISER (CLJ) Like the Gorns, the ISC introduced their answer to the SparrowHawk-J in Y178. A CL was modified to mount a Plasma-S in place of each side phaser. Only two ships of this type was built for use in base assaults. Note: This ship suffers from shock using the same shock rules as the SPH-J.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.

(R13D.401) SCOUT ESCORT CRUISER (SEC) The ISC maintained a watchful eye on the many new ship designs being produced by the rest of the Galaxy. Some with the ISC High Command noted with interest the new Scout Escort Cruisers and ordered a study. After completion of the study, the High Command commissioned a design, but for reasons known only to the themselves, they never followed it up with the production of Scout Escort Cruisers.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 3-8 un /1-4n. Command rating 6. Can be converted in Y181 from a CL for 4 EP; or from a CLV for 3 EP. EW=3. A Counter is provided.

(R13D.402) FAST TACTICAL TRANSPORT (FTT) The ISC, like all the races, found that re-supplying the fast and far reaching X-ships was a difficult task for their standard tugs and LTTs. Not wanting to divert the limited number of X-ships to this task they designed a fast medium transport. Two special sensors were added to aid in both locating the X-ships and enemy ships that needed to be avoided. This ship is capable of carrying any pod, however, it rarely carried anything but a cargo pod and many times carried no pod at all.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 4-8Fu/2-4. Command Rating 6. EW=2. Can built one per turn beginning in SY184. Build cost is 8 EP. Counts against both scouts and LTTs. A counter is provided.

(R13D.405) LIGHT COMMAND CRUISER (CLC) One of the lessons the ISC learned while using their battle simulators to develop their tactics was that they might need a command ship to lead smaller squadrons. They felt the CCs were too costly for this use and so turned to their light cruiser.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8/4. Command rating 7. Can be converted from CL beginning in Y173. Counts as CA to CC conversion Cost is 2 EP. A counter is provided.

(R13D.407) FAST SCOUT CARRIER (CSVF) Unimpressed at first with the concept of a scout carrier the ISC eventually changed their minds and produced this desing in Y185. Not normally given escorts becuse of the nature of its missions, it was escorted by a CE and DE when used as a regular carrier.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 2-8(8H) u /1-4(4H). Command rating 6. Can be converted in Y185 from a CSV for 2 EP. EW=3. A counter is provided.

(R13D.408) SCOUT PATROL CARRIER (SVP) The ISC with a watchful eye on the other races noted with interest the development of the Scout Patrol Carrier and decided to produce one of their own. Fleet command was pleased with the design but the ship captains bemoaned the fact they had no Heavy Plasma weapons.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.

(R13P.520) WAR STRIKE CRUISER (CSW) Produced in far fewer numbers than the CW, this is an alternate version of the War Cruiser. It used PPDs instead of Plasma-S as its heavy weapon. This provided bigger direct firpower but the lack of PPD meant limited production. As with the CW, which it is based on, it is an unbuilt variant (UNV) in Y170 but a regular production warship (RPW) in Y187.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 7/4. Command rating 6. Can be converted from DD beginning in Y170 limit one every other year. Cost is 4 EP. A counter is provided.

(R13P.521) WAR CRUISER SCOUT (CWS) Needing EW support some Cantons converted their war cruisers into scouts. The resulting ships were not quite as capable EW platforms as the larger HSC but were better combat ships.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 4-7/2-4. Command rating 6. Can be converted from DD beginning in Y170 limit one every other year. EWP = 4. Cost is 4 EP. A counter is provided.

F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 7-6/3. Command rating 5. Can be converted from DD in Y188. Cost is 2 EP. A counter is provided.

(R13D.605) LIGHT SURVEY SHIP (LSS) The LSS was based on the DD and designed at the same time as the SR. The LSS was not intended for the long range survey missions of the SR, rather it's mission was to provide for more detailed exploration of systems first located by its larger cousins. After the ISC first learned of the Gorn and Romulans it was also used to keep an eye of their comings and goings.

F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 3-6Pu/1-3P. Command rating 4. EWP is 2. Can be substituted for DD (once per year) beginning in Y183. Cost is 5 EP. A counter is provided.

(R13P.801) SCOUT FRIGATE (FFS) A rarely seen variant of the Frigate. The ISC quickly found this ship too small and vulnerable. The few ships built were relgated to duty near the center of the ISC Trusteeship Territority.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 2-5u/1-3. Command Rating 3. EW=1. Two FF in the home fleet are actually FFS. Can convert from FF cost is 1 EP. Can be substituted for FF cost is 4 EP. A counter is provided.

(R13P.810) GUNFIGHTER FRIGATE (GFF) Packing more firepower than the DD, this design would have been well suited on the Gunline, replacing standard FFs, if not for the high cost and fragile nature of the design.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 7-5/3. Command Rating 3. Can be converted from FF in Y175 cost is 2 EP, or subbed for FF in Y175 cost is 3.5 EP, or. A counter is provided.

(R13D.819) GUNSLINGER ESCORT FRIGATE (GFE) The ISC, as did most of the races, considered the idea of producing an escort version of a Gunfighter frigate. No ship of this type was ever produced.
F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 6-5/3. Command rating 3. Can be converted from FF (once per year) beginning in FY176, cost is 2 EP. Is a two-step Conversion; FF to FFE, FFE to GFE. A counter is provided.

(R13003) CORVETTE (COR) The ISC began work on a corvette in Y184. Unlike the other fleets, the ISC had little need at the time for an attrition unit, feeling that it would be too small to serve on the gunline. They did find that that a corvette would be useful as a convoy escort or for planetary defense. Built in small numbers from Y185, the ship losses from the Andromedan invasion in Y188 resulted in full scale production.

Note: Due to the small size of this ship, a type-VI drone does 4 pts. of damage rather than 2, and any defensive fire systems treat this ship as if it was a PF.
Note: This ship can land and take off from a planet using all landing systems.
